In this paper the author presents an analysis about what a Management System on Technological Innovation should be, making emphasis over the cooperative work between enterprises and academic. In relation to the system of Technological Innovation, he can determine the existence of four clearly identified and organized environments. Besides the author clearly differentiates between Innovation and Technological management. Likewise the compares the effort made in investment in developing and developed countries on Science and Technology. He concludes that if we want to be competitive, productive, creative and innovative enough as enterprises, workers, universities and States, we all must agree on how to ameliorate and diversify production of goods as well as services.
